EVM for Service Contracts
In order to manage a 24/7 operations and maintenance (O&M) organization in a fiscally constrained environment, leaders at the Department of Homeland Security’s (DHS) Plum Island Animal Disease Center (PIADC) sought creative means to manage cost risks while still sustaining operational excellence. PIADC moved quickly to implement a blend of industry standard practices such as earned value management and ISO 9001 with more contemporary (sometimes innovative) approaches to help identify not only areas for potential risk reduction but cost containment strategies.
